UPSC invites application for Drug Inspector posts in Delhi.

Number of Posts: Seven (SC-01, ST-01, UR-05).
The posts are permanent.
Pay Scale: Level 8 in the Pay Matrix as per 7th CPC. General Central Services Group ‘B’ Gazetted, Non- Ministerial.
Age Limit: 30 years maximum on closing date.
QUALIFICATIONS:
ESSENTIAL (A) Educational:
Degree in Pharmacy or Pharmaceutical Science or in Medicine with specialization in Clinical Pharmacology or Microbiology from a
University established in India by law.
Provided that only those inspectors:-
(i) Who have not less than eighteen months’ experience in the manufacture of at least one of the substances specified in Schedule “C”. OR
(ii) Who have not less than eighteen months’ experience in the testing of at least one of the substances specified in Schedule “C” in a Laboratory approved for this purpose by the licensing authority. OR
(iii) Who have gained experience of not less than three years’ in the inspection of firms manufacturing any of the substances specified in schedule ‘C’ during the tenure of their services as Drugs Inspector;
shall be authorized to inspect the manufacture of the substances mentioned in Schedule ‘C’.
(B) Experience: Not Mandatory.
NOTE-I: Provided that the requirement as to the academic qualification shall not apply to those who were appointed as inspectors on or before the 18th day of October, 1993.
NOTE-II: The crucial date for determining the age limit shall be the closing date for receipt of applications.
NOTE-III: The Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in case of candidates otherwise well qualified.
NOTE-IV: The Qualification regarding experience is relaxable at the discretion of the Union Public Service Commission, for reason to be recorded in writing, in case of candidates belonging to the Scheduled Castes or Scheduled Tribes if, at any stage of selection. The Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.
DUTIES:
The duties and functions of Drugs Inspector, specified in the Rule 51 and Rule 52 of Drugs and Cosmetics Rules, 1945, includes inspections of all licensed Drugs and Cosmetics manufacturer, licensed Sales Units, Blood Banks etc. drawing of samples of Drugs and Cosmetics from the manufacture/dealers for analysis, to ascertains quality aspects, investigation of cases of spurious, misbranded and adulterated drugs/cosmetics, related complaints and launching of prosecution of violation for any breaches of drugs and cosmetics Acts, 1940, Drugs and Magic Remedies Act and Drug (Price Control) Order. HQ: Government of NCT of Delhi.
Closing date for submission of online recruitment application (ora) through website is 23:59 hrs on 03.05.2018.
Last date for printing of completely submitted online application is upto 23:59 hrs on 04.05.2018.

How To Apply:
i) Candidates are requested to apply only Online against this advertisement on the Online Recruitment Application (ORA) website http://www.upsconline.nic.in and NOT write to the Commission for Application forms.
ii) Documents to be uploaded: Candidates must upload the following documents/certificates relating to educational qualification, Date of Birth, Experience (preferably in prescribed format), Desirable Qualification(s) or any other information, as claimed in the online application, in a single pdf file in such a way that the file size does not exceed 2 MB and is legible when a printout taken. For that purpose, the applicant may scan the following documents/certificates in 200 dpi grey scale. Documents like Pay Slip, Resume, Appointment Letter, Relieving Letter, Un-signed Experience Certificate etc. must not be uploaded in the Document Upload Module:-
a) Matriculation/10th Standard or equivalent certificate indicating date of birth, or mark sheet of Matriculation/10th Standard or equivalent issued by Central/State Board indicating Date of Birth in support of claim of age. Where date of birth is not available in certificate/mark sheets, issued by concerned Educational Boards, School leaving certificate indicating Date of Birth (in case of Tamil Nadu& Kerala).
b) Degree/Diploma certificate as proof of educational qualification claimed. In the absence of Degree/Diploma certificate, provisional certificate along with mark sheets pertaining to all the academic years.
c) Order/ letter in respect of equivalent Educational Qualifications claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement.
d) Experience Certificate(s) in the prescribed proforma from the Head(s) of Organization(s)/Department(s) for the entire experience claimed, clearly mentioning the duration of employment (date, month & year) indicating the basic pay and consolidated pay. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s). Experience Certificate should be issued in prescribed format relevant to the post. Experience certificate not in prescribed proforma but containing all the details as mentioned above would be considered on merits by the Commission.
e) Caste certificate by candidate seeking reservation as SC/ ST/ OBC, in the prescribed proforma from the competent authority indicating clearly the candidate’s Caste, the Act/ Order under which the Caste is recognized as SC/ ST/ OBC and the village/ town the candidate is ordinarily a resident of.
f) A declaration in the prescribed format by candidate seeking reservation as OBC, that he/she does not belong to the creamy layer on the crucial date, in addition to the community certificate (OBC). Unless specified otherwise, the prescribed closing date for receipt of Online Recruitment Application for the post is to be treated as crucial date.
g) Physically Handicapped certificate in prescribed proforma issued by the competent authority by Physically Handicapped persons eligible for appointment to the post on the basis of prescribed standards of Medical Fitness. The Competent Authority to issue Physically Handicapped certificate shall be a Medical Board duly constituted by the Central or a State Government. The Central/ State Government may constitute Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing Locomotor/ Cerebral / Visual / Hearing disability, as the case may be.
h) Documentary support for any other claim(s) made.
Note: If any document/ certificate furnished is in a language other than Hindi or English, a transcript of the same duly attested by a Gazetted officer or notary is to be uploaded.
Application Fee:
(a) Candidates are required to pay a fee of Rs. 25/- (Rupees Twenty five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card.
(b) No fee for SC/ST/PH/Women candidates of any community.

    1. UPSC will conduct interviews after it shortlist candidates on basis of degree percentage and other criteria. However a slim chance, if exam is held we will inform on pharmagang.

  1. Three queries:-
    1) is 30 the minimum or maximum age limit??
    2) first it’s written that eighteen months experience manadatory after the degree and then in point B it is written that experience: not mandatory, so what does it mean??
    3) can a pharmD student become a drug inspector?? Does he or she also have to complete 18months experience??

    1. 1) Maximum Age limit
      2) Please read again, we have formatted the lines correctly, experience is not mandatory, but candidates with experience only will inspect for schedule c and c1 drugs. if a candidate without experience is selected he/she will not inspect schedule c and c1 drugs without supervision till he attain experience.
      3) Yes, as Pharma D is also a degree in pharmaceutical science, your college should be recognised by PCI for Pharma D.

    1. UPSC is expected to shortlist the candidates for interview by november 2018. Only those shortlisted will receive the future communications.
      Drug inspector selection procedure by upsc never seem transparent because in past most people do not receive updates about the process . Let’s see this time.

    1. Most probably before december 2018. For interview Candidates will be shortlisted on basis of percentage, qualification and experience.

      1. If candidates are lesser than 50 or so they will call everyone, but if more, for interview candidates are generally called in ratio 3:1 . So for 5 general seats around 15-20 will be invited. Percentage is not the only sorting criteria. Phd candidates, candidates having most experience in teaching, and some published research work etc will be given preference in sort listing.
        That is why we do not consider this process as fair and transparent.

      2. Plz give reply of exam and all.I am interested to enter in industry bt currently quit difficult to female candidates then how we get experience?????? I m trying .BSC students directly goes without experience to food inspector exam then why Pharma aspirants not eligible how stringent requirements these are .they are not allowing to female freshers thn how become experience d to observe sch c and all??????????????????????????????????????…….?????

      3. Actually female candidates clear job interviews more often than males as per general assumption. Be prepared and get a job in small company. They hire freshers too. Try to entet job in the fields which are eligible for drugs inspector.

    1. UPSC mostly held interviews for drug inspector job. 18 months experience is not mandatory but it is very important factor in selection.

  2. What is the exam date of di UPSC.exam should be there bcoz without experience hai to ap experience walo Ko prefer karoge.pharma industry to freshers female Ko entry hi nahi de this hai

    1. that is why we say that procedure is not transparent, there are lot of issues in pharmacy profession, this is one of them. Exam should be held but chance is minimal.

  3. My brother completed his b.pharmacy.then he got GPAT rank.he completed m.pharmacy in pharmaceutics .he belongs to scheduled caste category. He has applied for the post of drug inspector by Upsc. If Upsc goes by interview for recruitment process what will be his chances??

    1. UPSC will take examination. In interview caste don’t effect chance. If has experience also for schedule c and C1 , and English pronunciation is good, then chances are good to clear interview .

    1. you can expect exam date to be in November or December 2018 for UPSC DI. We will comment again when date is final and update our post. you can bookmark it.

    1. UPSC communication regarding drug inspector exam is expected in decemebr 2018.

        Can able to find the status of Adv 15 & Adv no 16 of UPSC recruitment in which phamacy is not in Essential Qualification and Exam Date is on 15-12-2018(a combined Exam of 15 & 16). But these Adv are released after Adv no 7 in which only pharmacy is the Essential Qualification.
        Want to know the update of Adv no 7 which is released in April and closed in May – No of posts for DI is 7.
